Ottawa, Ontario, Canada (Signal High) —– Fifteen years ago, an Ontario (Ottawa) Police officer broke off duty to have consensual sex with a woman.  Finally, police have finally concluded their investigation and the justice system is fully engaged, just in time — another year or so and public confidence may have been lost.

Ottawa Police Constable Richard Lemay pleaded guilty to three charges under the Police Services Act, involving derelict of duty and firearms safety (he allegedly took off his pants to perform the sex act).  The incident occurred some time between October 2008 and April 2009.  The constable will learn his fate on September 8, 2025.

Most troubling is that Lemay was suspended for “an unclear amount of time” but his suspension was lifted this past January.  This writer has reached out to the Ottawa Police to clarify how long Lemay was on paid suspension; however, no response was received by time of press.  While a fifteen year suspension, with pay, would not be out of character for the beleaguered and corrupt police force, the public is deserving of a much more accurate answer.

Fifteen years is a long time, during which many entry-level constables may have been promoted — some to senior level command positions.  Since having sex is so egregious that a fifteen-year long investigation is justified, we encourage persons with credible evidence that currently serving Ottawa Police commanders have broken off their duties to have sex, or attend to other personal business, to Make a Report [direct].  We will investigate and publish our findings.
